The Town of Mammoth Lakes Announces New Woodstove Replacement Program

The Town of Mammoth Lakes has announced a woodstove replacement program for property owners who want to upgrade from wood-burning stoves and fireplaces to cleaner and more efficient heating systems.

This Program is designed to help households replace an uncertified woodstove, wood insert, or fireplace used as a primary source of heat with a cleaner burning and more efficient device. Town residents using uncertified woodstoves or wood inserts manufactured before July 1, 1988 or fireplaces as a primary source of heat are eligible for this Program. The Program will offer incentives towards the purchase and installation of a qualifying device. There are two incentive options for the program.

Enhanced Incentive – Low-income households will be eligible to receive a higher incentive up to $4,000. In order to qualify for the Enhanced Incentive, applicants must demonstrate a household income no exceeding 80 percent of the Statewide Median Household Income or County-specific California Department of Housing and Community Development low-income limits. Eligibility may also be established through proof of participation in an existing federal or State low-income assistance program.

Standard Incentive – All other households, regardless of their income, will qualify for a standard incentive up to $2,000 to be applied towards the purchase and installation of the new device.

All replaced stoves must also be freely relinquished to the retailer during new installation, and open fireplaces must be rendered inoperable.

This program is open to the public through local participating retailers only on a ‘first come, first served’ basis until allocated funds are exhausted. Qualified payments for new systems will only be made to participating retailers.

FREQUENTLY ASKED QUESTIONS

Where did the funding for this program come from?
The program is part of the Great Basin Air Pollution Control District’s Clean Air Projects Program funded by the 2018 Order to Pay issued by the District to the Department of Los Angeles Water and Power. Officials from the Town of Mammoth Lakes have chosen to spend their funds on reducing woodsmoke emissions from wood-burning heating systems in the Town.

Is my current stove eligible for the Woodstove Replacement Program?
Please refer to the Stove Eligibility and Performance Standards on pages 4-5 of the Program Guidelines.

I live in Mono County, outside of Mammoth Lakes. Is there a Woodstove Replacement Program for Mono County residents?
No. The program is only available for properties in the Town of Mammoth Lakes.

Can property owners use independent contractors to replace their woodstoves or do the work themselves and receive the payment directly?
No. All interested property owners must purchase new heating systems from local, contracted retailer/installers, who must also complete all installation work. Payments will be provided to contracted retailers only. Property owners must work directly with retailers for program participation.

Can I keep my old woodstove after it’s replaced?
No. All replaced stoves must be given to the retailer despite the stove’s age, and open fireplaces that are replaced with free-standing stoves must be rendered inoperable.

Can I sign up for the program now but wait until later to have the installation completed?
No. New stoves are provided on a first-come, first-served basis and funding will only be provided to retailers when installation is complete and permit is finalized, which must be done within 90 days of receiving a voucher. Once the funding is used up, the program will end. No funds will be held over.

Do new heating systems need to be permitted with local planning departments?
Yes. Finalized permits from local authorities are required for all installs before payment will be provided to the retailer. On-site inspections are required.

Can I replace/upgrade my old pellet stove or gas system through this program?
No. Old pellet stoves and gas heating systems do not qualify for replacement under this program.

I have more than one wood-burning heater in my home. Can I replace more than one?
No. Whichever wood-burning heater that you use as your primary heating source is the one that qualifies for replacement under this program.

I’m building a new home. Can I use this program to get a new stove for my new home?
No. New homes do not qualify for funding. This program is intended to replace existing, old woodstoves and open fireplaces with cleaner burning equipment.

How do I sign up for this program?
You should IMMEDIATELY submit an application to the Town and call your choice of the following contracted vendors:

My property currently has an EPA-certified wood-burning system (newer than 1988). Do I qualify for funding to upgrade it?
No. To be eligible for the program, applicants must be currently relying on a stove or insert that is uncertified, operational, and used as a primary source of heat in the residence. An uncertified stove or insert is one that has not been certified by the U.S. EPA to comply with the performance and emission standards as defined in Title 40 Code of Federal Regulations, Part 60, Subpart AAA, February 28, 1988, or any subsequent revisions.

I recently upgraded my old stove to an EPA-certified heater before this program was offered. Do I qualify for any rebate toward the cost of my new system?
No. Program funding can only be paid for new installations started and completed during the program’s contract period. Retroactive funding is not available.

Town of Mammoth Lakes Releases Free ADU Plans

In a push to provide additional long-term housing solutions, the Town of Mammoth Lakes has released five pre-engineered and approved ADU (Accessory Dwelling Unit) plans.  Owners of single family homes in Mammoth Lakes can use the plans, for free, and hopefully glide through the planning process quickly.  The town is aggressively trying to find alternative routes to providing long-term housing and are hoping this will help homeowners lean towards building ADUs on their lots while saving them time and money in the planning stage.

Accessory Dwelling Unit (also referred to as “dependent,” “Secondary Housing,” or “granny unit”) means residential occupancy of a living unit located on the same parcel as the primary residential unit. It provides complete, independent living facilities for one or more persons including permanent provisions for living, sleeping, eating, cooking, and sanitation on the same parcel as the primary unit is situated. An Accessory Dwelling Unit (ADU) shall meet the minimum regulations for an efficiency dwelling unit in the California Building Code.  Interested parties can review the five ADU plan sets on the Town’s Building Division website: https://www.townofmammothlakes.ca.gov/1154/ADU-Plans or can contact the Building Division at (760) 965-3635.

Mammoth Booms With New Housing Opportunities

Throughout Mammoth Lakes many development projects are currently in the works.  Some are aimed at expanding workforce housing, while others are targeted to be resort-style properties.  This new growth is very exciting for the town of Mammoth!

Resort Property Development

Mammoth Lakes has many projects both proposed and actively under construction. Not only are there large-scale resort upgrades in the works by Alterra Mountain Company and Mammoth Mountain, there are three projects outlined below that are currently underway.

Limelight Hotel

Limelight Hotel

The Limelight property is currently under construction and will feature approximately 151 hotel rooms and 15 luxury residences. Substantial site work has been underway this summer, with construction continuing into 2023 and 2024. Limelight has a prime location across the street from The Village at Mammoth. The Village provides ski lift access to Mammoth Mountain’s Canyon Lodge, restaurants, shops, it is the main hub for the town shuttle system and Mammoth Mountain’s Bike Park. The amenities at Limelight will include an outdoor pool, hot tubs, fitness center, and kids game room. “The Lounge” is a great room within the hotel which will house a restaurant, bar, and indoor/outdoor terrace.

The Reserve

The Reserve is the newest phase of the Obsidian property.  This new project will consist of a total of 25 units including 3 single family homes.  There are 3 different floor plans for the townhomes including 3 bedrooms with a total square footage of 2214 and 4 bedroom units with a total square footage of 2752.  These are nestled along Sierra Star Golf Course within the luxury complex, Obsidian.

This project includes interior and exterior improvements to the existing Sierra Nevada Resort hotel, Rafters restaurant space, the construction of 30 new cabin units, expanded event spaces, and added amenities.  Construction of the 30 new units is underway and they will be used as vacation rentals.

Long-Term Housing Initiatives

The Town of Mammoth Lakes has been actively pursuing multiple avenues to address the ever growing need for long-term, local housing.  They have made successful headway and coined their efforts “Housing Now!”.  Below we have outlined their current and upcoming projects.  These were all possible through funding from the Town of Mammoth Lakes, Mono County, along with State Grants.  In addition to housing projects, the town also has creative programs to help aid local workforce into homeownership.

The Parcel

Phase 1 of The Parcel Project in Mammoth Lakes

The Parcel is currently being developed on a 25 acre parcel in the center of town.  Building is moving forward in two phases.  Phase 1 consists of 81 rental units (80 affordable units + 1 manager’s unit).  Occupancy is expected Fall of 2023.  In addition to the rental units there will be a public park and childcare facility onsite.  Phase 2 is expected to consist of 148 rental units (1-2 of these will be manager’s units).  The second phases’s construction timeline is dependent on securing additional grant funding.  Both phases will have studios, 1, 2, and 3-bedroom units.  Tenants will have to apply and meet the income requirements set forth by the TOML.  The Parcel is the largest housing project the town currently has set in place and once completed is expected to provide a total of 229 units.

On a smaller scale, the TOML has acquired vacant land at 60 Joaquin Rd.  They have plans for a 4-unit project with the intent to release each for individual home ownership.  Occupancy is targeted for Fall of 2023 and does require Buyers to fall within their designated income bracket.

Access Apartments – 238 Sierra Manor Rd

238 Sierra Manor Rd is currently a commercial building.  This property was obtained with the intent to turn the commercial space into a multi-unit residence.  Current plans will create eleven 1-bedroom apartments and occupancy is expected for Spring of 2024.

Homekey Project – 913 Forest Trail

The town has acquired the Innsbruck Lodge, an existing hotel near The Village at Mammoth.  They are working to convert this space into 16 individual units.  15 will be affordable housing with 1 additional manager’s unit.  The target occupancy for this project is Spring of 2023.

Mammoth Mountain’s Sierra Lodge Project

Mammoth Mountain has purchased the Sierra Lodge in Mammoth.  They will convert the 36 room hotel into housing for up to 72 Mammoth Mountain employees.  This is expected help ease the burden on Mammoth’s strained rental market and allow for seasonal mountain employees to be able to find winter housing.  Renovations happened immediately and the building is already able to house some employees.

10 Summer Activities for Families in Mammoth Lakes

Summer in Mammoth is an amazing time to explore the mountains, relax and go on an adventure. With so many things to do and places to explore, there is something for everyone to enjoy. Here is a list of some of our favorite family fun activities to enjoy this summer!

1. Horseback Riding
Enjoy exploring the Eastern Sierras on horseback.  Book a guided ride out of The Lakes Basin, Convict Lake and Reds Meadow.

2.  Biking around Town & The Lakes Basin
Hop on a bike and take one of the many paved paths to cruise through town or up and around The Lakes Basin.

3.  Hike around Convict Lake
Take a nice hike around Convict Lake just South of Mammoth.  The path is fairly flat, following the lake line and is about 3 miles round trip and also leads out to larger hikes into the high country.  You can make a whole day out of it, Convict Lake has boat rentals, fishing, restaurants and more!

4.  Mammoth Mountain Activity Center
Located at Main Lodge at Mammoth Mountain.  Kids ages 12 & under can enjoy the rock climbing walls, bungee trampoline, ropes course, junior zip line, Stacyc pump track and S.A.F.E. Archery.

5.  Devils Postpile & Rainbow Falls Hike
Take the shuttle down to Reds Meadow and explore Devils Postpile National Monument and Rainbow Falls.  Getting off at the Devils Postpile trailhead, there is a ranger station and Devils Postpile is about 0.4 miles and fairly flat.  You can continue on to Rainbow Falls waterfall which is an additional 2.1 miles.

6.  Spend Time on a Lake Boating, Paddle Boarding, Kayaking or Canoeing 
There are quite a few marinas and rental shops scattered throughout the area.  You can rent everything from a pontoon boat, fishing boat, kayak, paddle board and canoe to enjoy nature from the water.  Rentals vary from hourly to half day and full day.

7.  Movies Under The Stars at The Village
Watch movies on the big screen underneath the stars!  Thursday and Sunday evenings throughout summer beginning at dusk (8:30pm earlier in the season and 7:45pm later in the season).  Bring a chair or dine on the patio at Campo and watch a family friendly movie outdoors at the plaza in The Village.

8.  Stop by a Weekend Festival at The Village
Every summer weekend enjoy a festival with music, food and more!  From the Country Fest, Jazz Fest, Reggae Fest, Wine Walk, Margarita Fest, Mammoth Rock n’ Rye, Village Fest with rib and burger cook-off, there is something for everyone.

9.  Scenic Gondola Tour
Hop on the gondola out of Mammoth Mountain’s Main Lodge up to the summit!  Take in expansive views from the top, check out the Interpretive Center to learn more about the area, grab lunch from the cafe and even enjoy hiking trails off the top.

10.  Mountain Biking
With beginner, intermediate, expert and pro singletrack, there is something for everyone!  The mountain offers plenty of pavers, berms, jumps and drops for those looking for a thrill.  Ride Mammoth Mountain with lift access, shuttles, rentals and demos.  Mountain bike trails are also scattered throughout town for those not looking to purchase a lift ticket.  A more popular free trail is The Mammoth Rock Trail, an intermediate dirt single track on The Sherwin mountain range.
